Overview

Nauru, one of the world's smallest states and among the most exposed to sea-level rise, established its citizenship programme to finance infrastructure, economic diversification and climate adaptation. Contributions are paid into the national treasury fund, and the programme is administered by the Naoero Program Office, which accepts applications only through authorised agents and conducts due diligence before referring files for government approval.

In February 2026, around its first anniversary, the programme was repriced. A flat principal contribution of USD 115,000 replaced the earlier tiered structure, and a limited-time reduction of USD 25,000 was introduced, bringing the contribution to USD 90,000. That offer, initially due to end on 30 June 2026, now applies to applications filed before 31 December 2026 according to the official programme website. Restrictions on dependants were also relaxed: age limits and financial dependency tests for children and parents were removed, and married children and siblings may be included.

Take-up has been modest; industry reporting indicated around 20 submitted applications by August 2025, and no official approval statistics have been published. On 9 December 2025 the United Kingdom removed visa-free access for Nauruan nationals, citing concerns connected with the programme; Nauru has disputed this and is pursuing diplomatic engagement. Nauruan citizens do not have visa-free access to the Schengen Area, the United States or Canada.

Nauru is therefore best understood as an additional, low-cost citizenship within a wider family portfolio, with value centred on Pacific connections and diversification rather than on global mobility. Prospective applicants should weigh the reputational and mobility risks associated with newer programmes that are subject to scrutiny by major visa-issuing states.

Frequently asked questions

How long is the USD 90,000 offer available?

The official programme website states that it applies to applications filed before 31 December 2026, after which the USD 115,000 standard contribution applies unless extended.

Do I need to visit Nauru?

No. There is no residence, visit or interview requirement.

Can I travel to Europe visa-free?

No. Nauruan citizens need visas for the Schengen Area, and the UK reintroduced a visa requirement in December 2025.

Which family members can be included?

Spouse, children and parents without age or dependency limits, and siblings for an additional contribution.

Does Nauruan citizenship change my tax position?

Not by itself. Tax liability depends on residence and the rules of your other countries, so tax advice should be taken separately.
