Naturalisation

Portugal: naturalisation for relevant services to the State

Portugal's Nationality Law lets the Government grant naturalisation to foreigners who have rendered, or are called upon to render, relevant services to the Portuguese State or the national community, without the usual residence period and language requirement. It is a discretionary, case-by-case route, not an investment programme, and it survived the 2026 reform of the Nationality Law as Article 6(9).

Overview

Portuguese nationality is normally acquired by naturalisation after a period of legal residence. Lei Orgânica n.º 1/2026, published on 18 May 2026 and in force from 19 May 2026, lengthened that period to ten years for most foreigners and seven years for EU and CPLP nationals, added a civic-knowledge requirement and closed the Sephardic descent route to new applications.

Alongside the ordinary route, the law has long allowed the Government to grant naturalisation to foreigners who have rendered, or are called upon to render, relevant services to the Portuguese State or to the national community, waiving the residence period and the language requirement. This provision was Article 6(6) before the reform and is now Article 6(9). Public examples over the years have included internationally recognised athletes and figures whose work the State wished to recognise.

The route is discretionary and exceptional. The services must be relevant to Portugal as a State or community, for example in science, culture, sport, economic development, diplomacy or humanitarian work, and they must be certified by the competent public body through the official information form. The general conditions on age, criminal record and national security still apply, and the Government is under no obligation to grant naturalisation even where the services are substantial.

Because Portuguese nationality carries EU citizenship, a merit-based grant must rest on a genuine contribution rather than a payment. Families whose objective is mainly EU residence are usually better served by Portugal's residence permits, which can lead to permanent residence and, later, ordinary naturalisation.

Step-by-step process

  1. 1

    Eligibility assessment

We review whether the client's record and connection to Portugal could support a relevant-services case, and compare it with residence-based routes.

  2. 2

    Engaging the competent body

The public body responsible for the field concerned assesses the services and completes the official information form describing them.

  3. 3

    Application to the Government

The naturalisation application, with the information form, identity documents and criminal record certificates, is filed through the Central Registry Office.

  4. 4

    Review and decision

The registry checks the file and security conditions, and the Government decides at its discretion.

  5. 5

    Registration and documents

If granted, the naturalisation is registered and the new citizen can apply for the Portuguese Citizen Card and passport.

How Legal Wealth helps

Legal Wealth gives a frank view of whether a relevant-services case is realistic. We do not present this route as a product that can be bought, and we will say so where a residence-based path is the better fit. Where a case has substance, we work with licensed Portuguese lawyers to document the contribution, engage the appropriate public body and prepare a complete, confidential file, and we align the outcome with the family's tax residence, wealth structure and succession plans.

Frequently asked questions

Is this a citizenship-by-investment programme?

No. It is a discretionary naturalisation for relevant services. No investment amount qualifies by itself, and the Government decides each case individually.

Did the 2026 reform abolish this route?

No. Lei Orgânica 1/2026 kept it, moving it from Article 6(6) to Article 6(9) of the Nationality Law.

Do I need to live in Portugal first?

The residence period and the Portuguese-language requirement can be waived under this route. The general conditions on age, criminal record and security still apply.

Who confirms that my services are relevant?

The competent public body for the field concerned, through the official information form that accompanies the application.

Can I keep my current nationality?

Portugal allows dual citizenship. Whether your other country allows it depends on its own law.
