Overview
The UAE has become one of the fastest-growing family office hubs, drawing founders from the Gulf, South Asia, Europe and Africa. Families are attracted by the absence of personal income tax, a 0% corporate tax option for qualifying free zone income, long-term residence through the Golden Visa, and two financial centres — the DIFC in Dubai and ADGM in Abu Dhabi — that apply common-law frameworks, have their own courts and offer English-language legislation. Both centres sit inside the federal tax and AML system, so the choice between them is mainly about regulatory fit, thresholds, ecosystem and where the family wants to live.
In the DIFC, the Family Arrangements Regulations 2023 replaced the earlier Single Family Office Regulations and created an integrated toolkit: licensed Family Offices, a Family Business Register and recognition of Family Entities. A DIFC Family Office must serve a single family — descendants of a common ancestor not more than three generations back, together with spouses, step-children and adopted children — and the family must have aggregate net assets of at least USD 50 million at fair market value. The office is licensed by the DIFC Registrar of Companies rather than the Dubai Financial Services Authority (DFSA), and following 2023 rule changes a single family office does not register as a DNFBP. Shareholder and director details may be kept on a private register.
In ADGM, single family office activity is a controlled activity under the Commercial Licensing Regulations (Controlled Activities) Rules, overseen by the Registration Authority. The rules define a single family as all direct ancestors and descendants of an individual or a group of related individuals, including step-children and adopted children, and allow a broad range of services — concierge, HR, tax and wealth planning, investment management, legal services, holding functions and acting as trustee or foundation. Practitioners read the current conditions-of-licence rules as requiring a family net asset value of USD 10 million. Where an ADGM family office carries on regulated activities by way of business, a Financial Services Permission from the Financial Services Regulatory Authority (FSRA) is required.
Tax design deserves the most care. Under Federal Decree-Law No. 47 of 2022, a free zone family office company is a taxable person. It can benefit from 0% only as a Qualifying Free Zone Person earning qualifying income — for example holding shares, treasury and financing for related parties or its own account, and regulated fund or wealth management — and only if non-qualifying revenue stays within the de minimis limit of the lower of 5% of revenue or AED 5 million. Ministerial Decision No. 229 of 2025 now sets out the qualifying activities, replacing Ministerial Decision No. 265 of 2023. Separately, a family foundation or trust can apply to be treated as tax transparent under Article 17 of the law if it meets the Federal Tax Authority's conditions. Groups with consolidated revenue of EUR 750 million or more are also within the 15% Domestic Minimum Top-up Tax from 2025.
Strategically, the UAE suits families with business or personal ties to the Gulf, MENA, India and Africa, families relocating principals to the region, and those who want a time-zone bridge between Europe and Asia. It is often paired with a Singapore or Hong Kong office for Asian investments, or with a European trust or foundation jurisdiction where heirs live. Limitations include the newness of some regimes, evolving tax guidance, the need to evidence real substance, and the fact that UAE residence alone does not end tax residence elsewhere — home-country exit rules and controlled foreign company regimes must be reviewed before any move.

Structure designs
DIFC Family Office (FAR SFO)
USD 50 million family net assets
A company licensed by the DIFC Registrar under the Family Arrangements Regulations, serving one family without DFSA regulation. Suits larger families wanting a Dubai base, private register and access to the DIFC Family Wealth Centre ecosystem.
ADGM Single Family Office
USD 10 million family net asset value
An ADGM company authorised by the Registration Authority to carry out single family office activities. Suits families with a lower asset base, an Abu Dhabi presence or ties to Abu Dhabi investment institutions.
Licensed multi-family office (DFSA or FSRA)
A firm serving several unrelated families by way of business, licensed by the DFSA in the DIFC or holding an FSRA Financial Services Permission in ADGM. Suits families that want to share costs or open the office to other families, at the price of full prudential and conduct supervision.
Foundation or PTC above the family office
A DIFC foundation (DIFC Foundations Law No. 3 of 2018) or ADGM foundation (ADGM Foundations Regulations 2017), or a private trust company, owning the family office and holding companies. Supports succession, continuity beyond the founder and, if FTA conditions are met, tax transparency under Article 17.
Holding company and fund layer
Free zone holding companies for participations, combined with a DIFC exempt or qualified investor fund or an ADGM fund for pooled investments. Separates operating businesses from liquid portfolios and can support Qualifying Free Zone Person treatment of holding income.
UAE office alongside Asia or Europe
A Dubai or Abu Dhabi office for MENA and Africa, coordinated with a Singapore, Hong Kong, Swiss or Liechtenstein structure. Suits globally spread families, subject to tax residence, permanent establishment and CFC analysis in each country.
Step-by-step process
- 1
Family and tax diagnostic
Map family members, residences, citizenships, assets and objectives; confirm home-country tax, exit and CFC exposure before choosing the UAE.
- 2
Choose the centre and perimeter
Compare DIFC and ADGM against the net asset thresholds, services required, whether third-party families will ever be served, and where principals and staff will live.
- 3
Design the structure
Decide on the family office company, holding entities, foundation or PTC, fund vehicles and governance bodies, and test Qualifying Free Zone Person and Article 17 eligibility.
- 4
KYC pack and application
Prepare source-of-wealth narrative, net asset evidence, beneficial ownership chart and constitutional documents; file with the DIFC Registrar or ADGM Registration Authority (or DFSA/FSRA for an MFO).
- 5
Incorporate and open banking
Obtain the commercial licence, lease office space, register for corporate tax and open UAE bank and custody accounts.
- 6
Staff, visas and governance
Hire the CEO/CIO and support staff, arrange employment and Golden Visas, adopt a family constitution, investment policy and investment committee terms.
- 7

Enquire with Legal WealthFrequently asked questions
Does a single family office in Dubai need a DFSA licence?
No, provided it is licensed by the DIFC Registrar as a Family Office under the Family Arrangements Regulations 2023 and serves only one family. Serving more than one family by way of business brings the activity within DFSA regulation.
What is the minimum wealth for a DIFC family office?
The family must have aggregate net assets of at least USD 50 million, measured at fair market value or, where that is not possible, book value. Compliance must be confirmed with each annual Confirmation Statement.
Is ADGM cheaper or easier than DIFC?
ADGM's single family office threshold is reported at USD 10 million of family net asset value, well below DIFC's USD 50 million, so it can suit smaller families. Fees, office costs and staffing still need to be compared case by case, and the definitions of family differ between the two centres.
Will the family office pay 0% corporate tax?
Only on qualifying income and only if it is a Qualifying Free Zone Person with adequate substance, audited accounts and non-qualifying revenue within the lower of 5% of revenue or AED 5 million. Other taxable income is subject to 9%, and a breach removes the 0% status for that period and the next four.
Can a foundation hold the family office and be tax transparent?
A DIFC or ADGM foundation can own the family office. It can elect transparency under Article 17 of the Corporate Tax law only if it meets the Federal Tax Authority's family foundation conditions, which generally exclude foundations conducting a business themselves.
Can family members and staff obtain UAE residence?
Yes. Staff receive employment visas through the licensed entity, and family principals may qualify for a 10-year Golden Visa, for example through a public investment of at least AED 2 million or qualifying property. Visa approval is at the authorities' discretion.
