Anguilla: permanent residence through a fund contribution or approved real estate

Anguilla, a British Overseas Territory, grants permanent residence to investors under the Anguilla Economic Residence Act, 2019. Applicants can contribute US$150,000 to the Capital Development Fund or invest US$750,000 in approved real estate or business premises, with no physical presence requirement. A separate tax residency programme serves those who want a formal certificate of tax residence.

Overview

Anguilla's investor residence scheme is set out in the Anguilla Economic Residence Act, 2019 and its regulations, which came into force on 4 December 2020. It is administered by the Select Anguilla Agency, with final decisions taken by the Executive Council on the recommendation of a review committee. Applications can only be filed through a licensed authorised agent. The scheme grants permanent residence directly: there is no temporary permit stage and no requirement to spend any time in Anguilla, although residence can be revoked if the holder obtained it by misrepresentation, is later convicted of an offence or sells the qualifying property within five years.

In July 2024 the House of Assembly unanimously passed an amendment that allows people who already own Anguilla property worth at least US$750,000 to apply after completing the purchase, rather than only before buying. It also confirmed a wider definition of dependants. The family unit can include a spouse, children under 18, children aged 18 to 25 who are in full-time higher education and supported by the applicant, and children of any age with a physical or mental disability who are fully supported. Under the Capital Development Fund route each dependant adds US$50,000; under the real estate route the base price covers four people and each additional dependant adds US$100,000.

Anguilla does not tax individuals on income, capital gains, inheritances or wealth. Employees and employers each pay a 3% stabilisation levy on remuneration, with social security contributions also applying to local employment. Property owners pay an annual property tax of about 0.3% for residential property, and non-resident buyers need an alien landholding licence and pay stamp duty of up to 12.5% of the property value. Since 1 August 2025, a 9% goods tax on imports and a 13% general services tax have replaced the earlier goods and services tax. For people who need a formal certificate of tax residence in a zero-tax jurisdiction, the Act also provides a Residence for Tax Purposes programme, which requires an annual lump-sum payment, approved real estate, at least 45 days of presence each year and a declaration that the holder spends fewer than 183 days in any other country.

Permanent residence allows the holder to live in Anguilla without immigration time limits, but a separate work permit is needed for employment except under the business premises routes. It does not provide a passport. A permanent resident may in time apply to naturalise as a British Overseas Territories citizen under the British Nationality Act 1981, which requires five years' residence in Anguilla with limited absences, freedom from immigration restrictions for the final 12 months, good character and knowledge of English. British Overseas Territories citizens can then register as British citizens. These are ordinary naturalisation routes administered under UK nationality law and are not part of the investment programme.

We review the family's objectives, choose the route and engage a licensed Anguilla authorised agent.

Forms, police and medical certificates, banker's reference, source-of-funds evidence and proof of the proposed investment are compiled.

The review committee considers the Agency's report and the Executive Council grants, defers or refuses conditional approval.

Frequently asked questions

Is this citizenship by investment?

No. Anguilla grants permanent residence only. As a British Overseas Territory it cannot issue its own citizenship; British Overseas Territories citizenship is acquired by ordinary naturalisation after years of residence.

Do I need to live in Anguilla?

Not to obtain or keep permanent residence. To naturalise as a British Overseas Territories citizen, you need five years' genuine residence with limited absences.

What does the Capital Development Fund route cost?

US$150,000 for a single applicant plus US$50,000 per dependant, with a US$3,000 processing fee for a family of up to four and due diligence fees of US$7,500 per adult.

Can I sell the property later?

Yes, but resale within five years of completion is a ground for revoking permanent residence.

What changed in 2024?

An amendment passed in July 2024 lets owners of property worth at least US$750,000 apply after purchase, and confirmed that dependants include children up to 25 in full-time higher education.

Will I pay tax in Anguilla?

There is no personal income, capital gains or inheritance tax. Residents pay property tax, a stabilisation levy on local earnings, and indirect taxes on goods and services.
