Cayman Islands: long-term and permanent residence for investors of independent means

The Cayman Islands offer several investor residence routes, from 25-year renewable certificates linked to developed real estate or a local business to a Certificate of Permanent Residence for those investing at least CI$2 million in property. The territory levies no income, capital gains or inheritance tax, and a wide immigration reform took effect on 1 May 2026.

Overview

Cayman's investor routes are administered by WORC. The 25-year Residency Certificate for Persons of Independent Means is intended for those who do not wish to work locally. On Grand Cayman it requires a total local investment of CI$1 million, of which at least CI$500,000 must be in developed real estate, together with annual income of at least CI$120,000 without local employment, or a deposit of at least CI$400,000 in a Cayman institution. On Cayman Brac and Little Cayman, the figures are CI$500,000, CI$250,000 and CI$75,000 respectively. The certificate is renewable for further 25-year periods.

Those who intend to be active locally can choose the Certificate of Direct Investment, for an investment of at least CI$1 million in a Cayman business in which the holder may then work, or the Residency Certificate (Substantial Business Presence), for senior managers or owners of at least 10% of a business in an approved category, such as fund administration, investment management or insurance. Both certificates last 25 years, and holders of the latter can apply for permanent residence after eight years.

The Certificate of Permanent Residence for Persons of Independent Means requires a minimum equity investment of CI$2 million in a single qualifying developed real estate asset. It is granted initially for ten years; after nine years the holder may apply to make it indefinite. It allows the holder and spouse or civil partner to live and work in the Islands, requires at least one day of presence each year, and can open a longer-term route to Caymanian status and British Overseas Territories citizenship, subject to separate residence requirements.

On 1 May 2026, amendments to the Immigration (Transition) Act took effect and the statute was renamed the Caymanian Protection Act. The issue fee for the investor Certificate of Permanent Residence rose from CI$100,000 to CI$200,000, the Substantial Business Presence issue fee rose from CI$5,000 to CI$12,500, and holders of independent means, direct investment and business presence certificates must now file annual declarations, with failure to do so becoming an offence and a ground for revocation. The qualifying period for Caymanian status by naturalisation was extended by five years. The Government has said the financial thresholds for persons of independent means are under separate review, so further increases are possible.

Frequently asked questions

What changed on 1 May 2026?

The Immigration (Transition) Act was amended and renamed the Caymanian Protection Act. The investor permanent residence issue fee doubled to CI$200,000, the Substantial Business Presence issue fee rose to CI$12,500, annual declarations became mandatory for investor certificates, and the path to Caymanian status was lengthened by five years.

Will the investment thresholds rise?

The Government has indicated that the financial requirements for persons of independent means are under separate review. Current thresholds remain in force until amended.

Can I work under the 25-year independent means certificate?

No. It is designed for those who do not work locally. The Certificate of Direct Investment, Substantial Business Presence certificate or permanent residence route are needed for local work.

How much time must I spend in Cayman?

Holders of the investor Certificate of Permanent Residence must be physically present at least one day each year.

Is there any tax on residents?

The Cayman Islands levy no income, capital gains, inheritance or wealth tax. Stamp duty applies to property transfers, and import duties apply to most goods.

Can permanent residence lead to citizenship?

Once permanent residence has been made indefinite, holders may in time seek naturalisation as British Overseas Territories citizens and Caymanian status, subject to separate and lengthy residence requirements that were extended in 2026.
