Permanent residence

Dominican Republic: direct permanent residence for foreign investors

The Dominican Republic grants permanent residence, rather than temporary status, to foreign nationals who invest at least US$200,000 in the country under the foreign investment regime. Retirees and persons living on foreign income can instead obtain renewable residence under Law 171-07, which also offers import and tax incentives.

Overview

Under Migration Law 285-04 and its implementing Regulation 631-11, a foreign national who invests at least US$200,000 in the Dominican Republic can apply directly for permanent residence as an investor. The investment must be registered with the foreign investment authority, now ProDominicana, or, for free-zone businesses, with the National Free Zones Council, which issues a certified record of foreign investment and a letter of admission to the foreign investment programme. That certification is the basis of the residence file submitted to the Dirección General de Migración.

The investor's first permanent residence card is valid for one year, after which a four-year card is issued and renewed for similar periods. The process begins with a residence visa obtained from a Dominican consulate, followed by medical examinations at DGM-approved centres, a guarantee policy from an authorised insurer and the submission of apostilled civil documents. Official charges published by the DGM for the investor category total roughly RD$51,800 per adult, covering the file, medical examination and investment deposit fees.

Law 171-07 provides residence for foreign retirees and persons of independent income. Pensionados must show a pension of at least US$1,500 a month from a government, official body or private company abroad, plus US$250 a month for each dependant; salaries do not qualify. Rentistas must show permanent monthly income of at least US$2,000 from a foreign source, such as investments, dividends or rental property abroad, received in the country. Both categories are granted for one year at a time and renewed annually, and holders can later change status to permanent residence. Law 171-07 also offers incentives such as exemptions on importing household goods and relief on certain property-related taxes, which should be confirmed for each case.

Permanent residents can later progress to definitive residence, which extends status by ten years, and naturalisation is available after a period of residence under the nationality rules. The Dominican Republic taxes residents principally on Dominican-source income, with certain foreign investment and financial income becoming taxable after a period of residence, so incoming families should take tax advice before arrival. We found no material change to the investor threshold in 2025 or 2026.
