Residence in the Netherlands: the investor scheme has closed — the routes that remain for founders and families

The Netherlands closed its residence permit for foreign investors, which required EUR 1.25 million of qualifying investment, to new applications on 1 January 2024. Investors and entrepreneurs now relocate through the self-employed permit, the treaty-based routes for US and Japanese nationals, the start-up permit or employment, each assessed by the Immigration and Naturalisation Service (IND).

Overview

From 2013 the Netherlands offered a residence permit to third-country nationals who invested at least EUR 1.25 million in a Dutch company, a qualifying fund or a joint venture, provided the investment met at least two of three added-value tests, such as the creation of ten jobs within five years. The IND stopped issuing investor permits from 1 January 2024; permits already granted remain valid until their expiry date but cannot be extended under the investor purpose, so holders need to move to another residence purpose in good time. There is no Dutch golden visa today and no route that grants residence for a passive investment or property purchase.

The realistic options for wealthy individuals are therefore active ones. The self-employed permit requires a business registered with the Chamber of Commerce (KvK) that serves an essential Dutch interest, assessed on the applicant's experience, the business plan and the added value to the Dutch economy, with accountant-certified income figures. US nationals benefit from the Dutch-American Friendship Treaty (DAFT), which replaces the essential-interest test with a commitment of at least EUR 4,500 of capital in a Dutch business account; Japanese nationals have a comparable treaty route. Innovative founders can start with a one-year start-up permit through a recognised facilitator, and executives typically use the highly skilled migrant scheme.

A Dutch resident is taxed on worldwide income under a three-box system: employment and business income in Box 1 at progressive rates, substantial shareholdings (5% or more) in Box 2, and savings and investments in Box 3 on a deemed-return basis that is under reform. Residence is decided on facts and circumstances, and there is no lump-sum or non-domiciled regime. Employees recruited from abroad may qualify for the 30% ruling, a tax-free allowance for up to five years; in 2026 the salary threshold is EUR 48,013 (EUR 36,497 for qualifying under-30s with a master's degree), the allowance is capped by reference to EUR 262,000 of salary, and from 2027 the maximum falls to 27% for most new users. The partial non-resident option, which exempted Box 3 assets, was abolished from 2025 with transitional relief ending after 2026.

Spouses, registered or unmarried partners and minor children can join the main applicant through family reunification, provided the sponsor meets the IND's independent and sustainable income requirement. After five years of continuous lawful residence a holder may apply for permanent residence or EU long-term resident status, which requires passing the civic integration exam. Naturalisation is also possible after five years, with the integration exam; the outgoing cabinet's plan to extend this to ten years was dropped in the January 2026 coalition agreement, although a higher B1 language level has been signalled. Dual nationality remains restricted: most naturalising applicants must renounce their existing nationality unless an exemption applies.

Step-by-step process

  1. 1

    Route and tax assessment

We review nationality, business plans, family and source of wealth, and model the Dutch three-box system and the 30% ruling against your current position before choosing a route (one to three weeks).

  2. 2

    Company and banking set-up

We coordinate incorporation or KvK registration, business banking and, for DAFT, the EUR 4,500 capital deposit (typically two to six weeks, depending on bank onboarding).

  3. 3

    Application to the IND

The application, with business plan, accountant's report and personal documents, is filed together with the MVV request where required. The IND may seek advice from the Netherlands Enterprise Agency on the economic case.

  4. 4

    Decision and entry

Self-employed decisions typically take several months. Once approved, the MVV is collected at the Dutch embassy and the applicant travels to the Netherlands.

  5. 5

    Registration and residence card

You register at the municipality (BRP), provide biometrics and collect the residence card; family members follow through family reunification.

  6. 6

    Renewal, permanent residence and naturalisation

The permit is renewed while the business remains active. After five years you may apply for permanent residence and, with the civic integration exam, for naturalisation.

Frequently asked questions

Can I still obtain a Dutch golden visa?

No. The residence permit for foreign investors, which required EUR 1.25 million of qualifying investment, stopped accepting new applications on 1 January 2024. There is no Dutch route that grants residence for a passive investment or property purchase.

What happens to people who already hold an investor permit?

Permits already issued stay valid until their expiry date, but they cannot be extended under the investor purpose. Holders should plan a change to another purpose, such as self-employment or employment, well before expiry.

Is there a minimum investment for the self-employed permit?

No fixed amount is set. The IND assesses whether the business serves an essential Dutch interest, based on your experience, the business plan and its added value. Under DAFT, US nationals must commit at least EUR 4,500 to their Dutch business.

How is a new resident taxed?

Residents are taxed on worldwide income: Box 1 for work and business income, Box 2 for substantial shareholdings and Box 3 on a deemed return on savings and investments. There is no non-dom regime. Qualifying employees may receive the 30% ruling, which falls to 27% for most new users from 2027.

When can I apply for permanent residence or Dutch citizenship?

After five years of continuous lawful residence, subject to passing the civic integration exam. The proposal to extend the naturalisation period to ten years was dropped in January 2026. Most applicants must give up their existing nationality on naturalisation.

Can my family come with me?

Yes. Spouses, registered or unmarried partners and minor children can apply for family reunification if the sponsor meets the IND's sustainable income requirement.
