Oman's 10-year Golden Residency for investors and their families

Since 1 September 2025, the Sultanate of Oman has offered a renewable 10-year Golden Residency to foreign investors who commit at least OMR 200,000 through one of seven approved routes. The relaunch replaced the earlier investor residency tiers of OMR 250,000 and OMR 500,000 and brings a whole family under one status, with no limit on the age or number of dependants.

Overview

Oman's Golden Residency was presented by the Ministry of Commerce, Industry and Investment Promotion (MoCIIP) in Salalah on 31 August 2025 and opened on 1 September 2025 as part of Oman Vision 2040. It replaced the earlier investor residency scheme, which offered five-year permits for OMR 250,000 and ten-year permits for OMR 500,000. Under the new model there is a single 10-year renewable permit and a single threshold of OMR 200,000, which can be reached through company ownership, property in Integrated Tourism Complexes (ITCs), government development bonds, listed shares, a five-year bank deposit, a company employing at least 50 Omani nationals, or a nomination by a company registered under the Foreign Capital Investment Law. Applications are filed online through the official portal at omanresidence.gov.om, operated with an accredited partner, and the ministry has said thresholds and routes will be reviewed from time to time.

The Golden Residency is a residence status, not a nationality. The official materials published so far do not set a minimum number of days to be spent in Oman each year, but the investment must be held for as long as the residence relies on it, and absence rules for residence cards are set by the Royal Oman Police; we confirm the current position before each filing. Holders do not need a local sponsor, may own their project or property in full, use fast-track lanes at airports and borders, may own one property outside the ITCs in areas open to foreign ownership, and can sponsor visit visas for wider family and employ up to three domestic workers.

Oman currently levies no personal income tax, but Royal Decree 56/2025 introduces one from 1 January 2028. Individuals who are tax resident, including anyone present in Oman for 183 days or more in a year, will be taxed on worldwide taxable income at 5% on the part above OMR 42,000 a year, after allowable deductions such as housing-loan interest, education, healthcare and charitable gifts. Gains on the sale of a main or second home, inheritances and gifts are exempt, and the published law provides a one-time two-year exemption for foreign income; the executive regulations are still due, so pre-arrival planning should be reviewed as they appear. Corporate income tax is generally 15%.

Family inclusion is one of the programme's strengths: spouses, children and first-degree relatives can be added with no age cap and no limit on numbers. Residence does not lead to citizenship. Under the Omani Nationality Law (Royal Decree 38/2014), naturalisation generally requires at least 20 years of continuous legal residence (15 years for a man married to an Omani woman), fluency in Arabic and a lawful income, and remains at the discretion of the Ministry of Interior. Holding Omani nationality alongside another is not permitted except by specific royal decree, so the Golden Residency is best seen as a long-term base rather than a route to a second passport.

Step-by-step process

  1. 1

    Eligibility and tax review

We assess which route suits your assets, check family composition and model the 2028 income tax and home-country tax position. Typically one to two weeks.

  2. 2

    Source-of-funds file

Bank statements, wealth history and supporting records are assembled and reviewed against Omani and international AML standards before any money moves. Two to three weeks.

  3. 3

    Make the investment

Purchase the ITC unit and register the title, open the deposit, acquire the securities or structure the company. Timing depends on the asset; a property purchase or bond subscription can complete within weeks.

  4. 4

    Online application

The application, investment evidence and personal documents are uploaded to the official Golden Residency portal, where a relationship manager follows the file and fees are shown for the chosen route.

  5. 5

    Approval and medical checks

On approval, the investor and family complete medical examinations, biometrics and residence card issuance with the Royal Oman Police. No statutory processing time has been published.

  6. 6

    Maintain and renew

Hold the investment for the life of the permit, keep family records current and plan the renewal at year ten, together with annual tax compliance from 2028.

06

  • Proof of the investment: title deed, company registration, bond or share statements, or deposit certificate

  • Police clearance certificates from the country of nationality and residence
  • Marriage and birth certificates for dependants, legalised and translated into Arabic where required
  • Health insurance and medical examination results

Frequently asked questions

What is the minimum investment for Oman's Golden Residency?

OMR 200,000, roughly USD 520,000, through any one of the seven approved routes. The earlier OMR 250,000 and OMR 500,000 tiers no longer apply to new applications.

Can I buy any property in Oman to qualify?

No. The property route requires completed units in an Integrated Tourism Complex, held under a title deed. Once resident, you may also buy one property outside the ITCs in areas open to foreign ownership, but that property does not itself qualify.

Which family members can be included?

Spouse, children and other first-degree relatives, with no restriction on age or number. Holders can also sponsor visit visas for wider family.

Will I pay income tax in Oman?

Not before 2028. From 1 January 2028, tax residents, including anyone spending 183 days or more in Oman, will pay 5% on worldwide taxable income above OMR 42,000 a year, subject to deductions and exemptions.

Does the Golden Residency lead to an Omani passport?

No. Citizenship is governed by the Nationality Law and generally requires 20 years' continuous legal residence, Arabic and approval by the state. Dual nationality is not normally permitted.

Do I have to live in Oman?

The published rules do not set a fixed annual stay for Golden Residency holders, but the investment must be maintained and residence cards remain subject to Royal Oman Police rules on absence, which we check for each case.
