Overview
Uzbekistan's established route is residence through real-estate ownership, introduced in 2019 for citizens of a government-approved list of more than 100 countries. Since 1 May 2022 the minimum property value is USD 300,000 in Tashkent city and Tashkent region, USD 200,000 in Samarkand, Bukhara, Namangan, Andijan, Fergana and Khorezm regions, and USD 100,000 in the Republic of Karakalpakstan and other regions. The purchase supports a residence permit, the document Uzbek law uses for foreigners who live in the country permanently, issued by the migration and citizenship units of the Ministry of Internal Affairs.
Presidential Decree UP-67 of 18 April 2025 created a separate golden visa from 1 June 2025: a five-year residence permit issued in a simplified procedure for a payment of USD 250,000, plus USD 150,000 for each family member (spouse, children and parents). It is open to all nationalities and stateless persons and requires no business or property. Implementing procedures, the payment channel and renewal rules were not published when the decree took effect, so we confirm the current operational position before any funds move. A separate investment visa, introduced in 2019, allows foreign investors with at least USD 3 million in the Uzbek economy to obtain a ten-year residence permit.
Residence permits for foreigners are issued for five years, but not beyond the validity of the national passport, and can be extended. There is no published minimum-stay rule for the permit itself, but tax residence follows physical presence: an individual present 183 days or more in any 12 consecutive months is resident and taxed on worldwide income. Uzbekistan applies a flat personal income tax rate of 12%. Holders of the property-based permit can register their spouse and children at the property, and the official guidance lists spouse and family documents among the filing requirements.
Residence is a long-term base rather than a route to a second passport. Under the 2020 Law on Citizenship, a foreigner may apply after five years of continuous permanent residence, with a lawful source of income and proficiency in Uzbek, and must renounce other citizenships because Uzbekistan does not recognise dual nationality. A 2022 proposal for citizenship by investment never became law.

Enquire with Legal WealthFrequently asked questions
Which nationalities can use the property route?
Citizens of countries on a government-approved list of more than 100 states. The list can change, so eligibility is checked at the outset.
Is the USD 250,000 golden visa available now?
Decree UP-67 provided for it from 1 June 2025, but implementing procedures and the payment channel were not published at launch. We confirm the operational position with the authorities before any payment.
Does residence lead to Uzbek citizenship?
Only through ordinary naturalisation after five years of continuous permanent residence, with Uzbek language proficiency and renunciation of other citizenships. Uzbekistan has no citizenship-by-investment programme.
How long is the residence permit valid?
Five years, but not longer than your passport's validity. It can be extended, and from age 60 its validity follows the passport.
How are residents taxed?
An individual present 183 days or more in any 12 consecutive months is tax resident and taxed on worldwide income at a flat 12%.
Can I buy cheaper property without seeking residence?
Yes. Since 2022 foreigners can buy qualifying new-build property at lower values without a residence permit, but such purchases do not by themselves give residence.
