Vanuatu: Development Support Program citizenship

Vanuatu grants citizenship to applicants who make a non-refundable contribution under its Development Support Program, with no residence requirement and relatively fast processing. Since February 2025, however, Vanuatu nationals require visas for the Schengen Area, and the UK has required visas since 2023.

Overview

Vanuatu's Development Support Program (DSP) is a donation-based citizenship route established under the Citizenship Act and its implementing regulations. Applicants make a non-refundable contribution to the government, pass due diligence and are granted citizenship by the Citizenship Commission. There is no residence, interview or language requirement, and the process is among the faster ones available. Vanuatu imposes no personal income, capital gains or inheritance tax, though acquiring citizenship does not by itself change a person's tax residence.

The programme's mobility profile changed significantly in recent years. The EU partially suspended visa-free travel for Vanuatu nationals in 2022 and fully suspended it from 4 February 2023, citing the programme's weak screening and its use to bypass Schengen visa procedures. Regulation (EU) 2025/11 then moved Vanuatu to the EU visa-required list with effect from 3 February 2025, applying to all Vanuatu passport holders. The United Kingdom introduced a visa requirement for Vanuatu nationals in July 2023.

Vanuatu has responded with a series of reforms. In 2025 the Citizenship Commission paused new applications under its separate Capital Investment Immigration Plan pending new regulations, and tightened due diligence across its programmes, including biometric enrolment. In March 2026 amendment orders to the Development Support Programme and Contribution Programme regulations changed how US and Australian dollar payments are converted into the currency used for statutory amounts, without altering the prescribed contribution and fee levels.

Today, the Vanuatu passport is relevant mainly for families seeking an additional nationality with Pacific and Asian connections, or a tax-neutral jurisdiction of citizenship, rather than for European travel. Given the scrutiny of the programme by the EU and UK, applicants should consider reputational factors and banking perceptions alongside cost and speed.
